During a brief meeting March 13, the Pilot Point City Council handled three development items relating to both the Maverick Farms and Bryson Ranch Public Improvement Districts.
After the public hearing for the Maverick Farms PID creation saw no comment, Mayor Pro Tem Andrew Ambrosio had a clarifying question for the total price, answered by Norton Rose Fulbright senior associate Jordan Sawyer.
“Total it’s $85 million, but of that, $30 million is being paid by the developer, [and] $27 [million] is being paid without reimbursement,” Sawyer said.
With a motion from council member Chad Major, council unanimously approved the item following Sawyer’s answer.
Ambrosio again led conversation on the following item, which handled the interlocal agreement between the city and Mustang Special Utility District for water and sewer services in Bryson Ranch.
“This is because Bryson is in Mustang’s CCN, since it’s not in Pilot Point’s CCN,” Ambrosio explained. “After they lay the infrastructure, we have to transfer it over to Mustang because they’re the ones that control the area.”
Mayor Elisa Beasley and Sawyer further explained what a CCN, or Certificate of Convenience and Necessity, is.
“It’s essentially a requirement to serve,” Sawyer said. “If you’re in someone’s CCN, it’s so you can’t have someone that doesn’t have water and sewer. It also means that only one [organization] is able to provide that.”
